The County Seat was located in Enterprise from 1854-1887. Isaac Stewart an attorney from DeLand spearheaded the move to have an election to relocate the County Seat. In 1887 the fight for the County Seat was on.

DeLand, New Smyrna, Orange City, Daytona, and Enterprise vied for the coveted prize. DeLand received the majority of all the votes cast. After two appeals to the courts, DeLand was declared the County Seat of Volusia County.

In 1887 on land donated by Henry DeLand, the first Volusia County Courthouse was built on the 100 block of West New York Avenue. This building was torn down c-1925 and the present day courthouse was built on this same site in 1927. The new courthouse is considered even today as one of the most beautiful courthouses in Florida.
