The Public Services Department is responsible for all water, sewer
and reclaimed water utilities, operation and maintenance of the DeLand Municipal Airport,
operation and maintenance of City facilities including buildings and all City engineering
functions. These functions include maintenance of records, technical review of proposed
land development, regulation, planning, permitting and construction of public
infrastructure (e.g. roads, utilities and stormwater facilities) and administration and
inspection of the City's major capital projects. The Public
Services Department is directed by Keith D. Riger, P.E., City Engineer and Public Services
Director. He has held this position since 1990, except during a period (1995 to 1998) when
he was employed in the public sector as a consultant.
